Link relevance is an evidence-based judgment about how well a link's source page, surrounding context, label, destination purpose and intended audience align.
What it means
Relevance is not one public Google score. A review can record topical, task, audience, geographic and entity alignment, but must preserve the actual source sentence and target content; matching keywords or categories alone cannot establish a useful relationship.
Why it matters
A multi-dimensional judgment helps reviewers prioritise links that make sense to people and prevents authority metrics from overruling obvious contextual mismatch.

A horticulture association links from a guide about cold-chain handling to a florist logistics resource using a descriptive label; source task, audience and target purpose align even if the pages use different Keyword phrasing.

Do not reduce relevance to one Keyword, category or score, ignore the target's actual content, assume high authority cures mismatch, infer editorial intent automatically or label an unfamiliar language or region irrelevant without audience evidence.
