A manual action is a Google Search enforcement state issued after human review identifies a spam-policy violation and communicated to the verified site owner in Search Console.
What it means
The notice identifies the issue and whether the affected scope is sitewide or partial. A traffic decline, lost ranking or third-party warning is not proof of a manual action; Search Console is the authoritative state, and reconsideration is relevant only after the documented violation is corrected.
Why it matters
Requiring the actual notice prevents teams from diagnosing every visibility loss as a penalty, filing irrelevant reconsideration requests or making broad Backlink changes without knowing the cited issue and scope.
Example
